Plot: At DEO headquarters in National City, Kara (Chloe Grace Moretz) tells her handler Eliza Danvers (Radha Mitchell) that she has been invited on a trip to Paris. Eliza expresses concern, but Kara insists that going on a vacation is integral to fitting in to life as a regular human. Eliza warns Kara that being Supergirl comes with risks that don't disappear just because she's in another country. Morgan Edge (Skyler Gisondo), standing nearby, argues that Kara tagging along on his business trip to Paris will be a welcome escape for everyone. Though still uneasy, Eliza agrees. Hours later, Kara and Morgan stroll through the streets of Paris. Morgan enthusiastically points out historical landmarks and hidden gems. Not far off, Eliza sits at an outdoor cafe, sipping espresso, and covertly watching the two. Kara pauses at the base of the Eiffel Tower, impressed by its grandeur.
The sky above a remote field begins to shimmer as Kara Zor-L / Power Girl (Amanda Seyfried) crashes into the earth with a force that shakes the ground. Dust and debris rise around her as she slowly stands. She scans distant city lights. Her thoughts drift to the past - how she was launched into space as a child, placed in stasis to escape Krypton's destruction. The journey should have taken her to safety, but a wormhole pulled her ship off course, dropping her in a completely different universe. When she finally awoke, she was an adult stranded on an unfamiliar Earth. She made the best of it, fighting alongside the Justice League Europe. She eventually left, searching for Krypton, finding only unfamiliar remains floating through space instead. Back in the present, a sleek transport glides across the field toward her. Vincent Edge (Ted Danson) steps out, greeting her. Power Girl is on guard, but her curiosity compels her to follow him.
In Vincent Edge's office at the Europe office of Galaxy Communications, Power Girl sits stiffly across from him, recounting her years of searching for answers. Vincent rises and taps on a console, projecting a glowing holographic display. Two Karas appear - one labeled Supergirl (Earth-1), the other Power Girl (Earth-2). Their biological profile are undeniably similar aside from small differences like age and demeanor. Vincent explains the theory of Infinite Earths - parallel worlds stacked like layers of reality. In the vast multiverse, countless versions of every person and place exist, each one slightly different from others. Power Girl stare at the projections, her mind racing. Vincent explains that Power Girl is one of those differences - a Kara from an alternate dimension who ended up here through a cosmic accident. He tells her that while Supergirl is this Earth's female Kryptonian protector, Power Girl is merely a version from Earth-2, a copy that fate misplaced. Sensing her inner turmoil, Vincent steps closer. He offers her a red belt, describing it as an amplifier that will unlock her full potential, a tool that will help her rise above this identity crisis and claim the power she deserves. Power Girl takes the belt. As it activates, a faint red glow flickers in her eyes.
Leslie Willis (Elizabeth Gillies) stands in front of a live studio audience for Galaxy Communications, taking part in an experimental energy demonstration in an effort to boost the ratings of her news show. Everything seems to be going according to plan as technicians activate a device behind her. Blue energy arcs across the stage, creating a light show, but suddenly a surge of electricity shoots toward Leslie, engulfing her in a wave of blinding light. The crowd screams as Leslie's body convulses. When the smoke clears, Leslie's body is no longer human - her skin crackles with electricity, and sparks fly from her fingertips. Before anyone can react, she vanishes in a crackling burst of lightning.
In the snow-covered Swiss Alps, the remains of a research facility lies in ruin. Nathaniel Adam / Captain Atom (Jon Hamm) steps carefully through the debris as he excesses the damage. Bernhard "Buddy" Baker / Animal Man (Lukas Gage) follows closely behind, his senses heightened as he mimics the agility and vision of a nearby mountain goat to survey the scene, one mile in each direction. Nearby, Chandi Gupta / Maya (Simone Ashley) kneels beside a charred console. Using her elemental powers, she senses something unusual about the lingering energy signature in the area. Captain Atom processes what they've found, piecing together the clues. It doesn't take him long to suspect that Power Girl is back and worries that something may have changed within her during her time away. While Animal Man tries to crack a joke to lighten the mood, Captain Atom remains serious. He tells his new Justice League Europe team to stay sharp.
Inside the Louvre, tourists admire priceless works of art. The lights begin to flicker and a pulse of blue electricity shoots through the building. Kara and Morgan stroll through the museum, pausing in front of the Mona Lisa. Leslie Willis, now calling herself Livewire, materializes. Chaos erupts as tourists scream and scatter. Security rushes toward her, but Livewire sends them flying with a single wave of her hand. Kara acts immediately, transforming into Supergirl in a blur of motion. She focuses on clearing tourists out of the building, ushering them toward the exits and using her super strength to break through blocked pathways. As the last of the civilians flee, the doors burst open, and Justice League Europe — Captain Atom, Animal Man, and Maya — arrives. Captain Atom charges toward Livewire, firing a blast of pure energy that forces her back. Animal Man mimics the reflexes of a nearby cat, leaping across the room with incredible agility, while Maya creates a ring of fire around Livewire to contain her. But Livewire is quick to adapt. She taps into the museum’s electrical grid, using the wiring to teleport instantly from one section of the building to another, easily evading their attacks - and finally disappearing into the electrical grid of the city to escape. Supergirl hovers in midair, scanning the area, trying to process what just happened. The Justice League Europe team regroups, and Captain Atom approaches her, offering a handshake. He introduces himself and the team, mentioning that they’ve seen her work on TV. Supergirl, slightly embarrassed, admits she’s never heard of them. Eliza Danvers steps into the room, taking charge of the situation. She assures them that the DEO will coordinate with JLE to deal with Livewire and any further threats.
In a quiet Paris apartment tucked above a flower shop, Constance d’Aramis (Alivia Vikander) watches news footage from Livewire's attack on the Louvre. Constance turns off the television and goes over to an old trunk in her closet. Inside lies her Crimson Fox costume, carefully folded beside a few keepsakes from her days with the Justice League Europe. She sighs, before changing into the costume. As night sets in, she leaps across rooftops, heading toward the JLE base of operations. There, she finds Captain Atom reviewing tactical footage alongside Maya and Animal Man. Constance reveals that she knows Power Girl is back - she could smell her - and suspects it is related to the attack at the Louvre. Captain Atom agrees.
Vincent Edge stands alone in a darkened executive suite atop Galaxy Communications’ Paris tower. He studies all the security footage of Supergirl, the Justice League Europe, and Livewire. He's pleased as the attack created just the kind of chaos he was hoping for, and public engagement is surging. Power Girl enters the room, still wearing the red kryptonite belt he gave her, its faint glow pulsing at her waist. He tells her that the world still doesn’t see her for what she truly is—that Supergirl has stolen the spotlight. He reminds her of how the Justice League Europe hasn’t even reached out, despite everything they once shared. Vincent then informs her that an international energy summit is being held at Vatican City. Vincent frames it as an opportunity for Power Girl to make a statement, to show the world that she’s more than just a copy of someone else. Power Girl hesitates, still troubled by the idea of attacking innocents, but the red kryptonite whispers something else inside her: righteousness, justification, anger. She nods slowly. =
Night settles over Paris, and inside the suite Vincent Edge reserved for his son, Morgan sits on the balcony with Kara, who comments that the attack on the Louvre earlier in the day felt calculated and convenient. She mentions that she doesn't think Livewire is acting alone. Later, while Kara showers, Morgan quietly slips out of the suite and heads to his father’s office at Galaxy Communications. The security guards recognize him and let him in without question. Once inside, Morgan accesses Vincent’s private terminal — he knows the system better than he should, having grown up around it. As he digs deeper, what he finds chills him. Files labeled with internal codenames show Livewire’s emergence was orchestrated. There are other documents too, including satellite logs that tracked Power Girl’s arrival. Morgan copies the files to a small drive. When he returns to the suite, he finds Kara fast asleep.
At JLE headquarters, Captain Atom runs the team through some training exercises - reminding him of days in the US Air Force. Crimson Fox moves like she never retired, her strikes fast and precise as she spars with Maya, who is still working to control her fire-based powers. On the opposite side of the room, Animal Man bounds across a parkour-style obstacle course, demonstrating his ability to mimic nearby animal traits. He channels the agility of a rabbit to leap across beams and the balance of a hawk to land on narrow rails. He cracks jokes between flips, clearly enjoying himself. Afterward, the team comes together with Captain Atom commending the younger heroes' progress. Supergirl arrives mid-briefing, still reeling from what happened at the Louvre, but eager to contribute. Captain Atom gives her a nod of acknowledgment.
World leaders and scientists gather in Vatican City. The summit on renewable energy and atmospheric containment tech draws a large crowd — politicians, academics, press. Among them, DEO agents led by Eliza Danvers quietly monitor the event, blending in with the tourists and diplomats. Without warning, a sonic boom rips through the clouds. Power Girl drops from the sky like a missile, slamming into the cobblestones at the center of the plaza. The ground trembles beneath her as panicked screams erupt. Guards rush to protect the officials, but Power Girl barely glances at them. Her voice booms, distorted slightly by the red kryptonite belt as she declares the summit a farce — one more show of control by institutions that pretend to protect but really suppress. Just as her eyes begin to glow with heat vision, Supergirl bursts onto the scene, tackling her midair and sending both of them crashing. Captain Atom, Maya, and Animal Man arrive seconds later. Maya throws up a firewall to help corral fleeing civilians away from the blast zone. Animal Man, adapting to the location, draws on the speed and reflexes of local pigeons to dodge falling debris. Captain Atom engages Power Girl directly, attempting to absorb and counter her heat-vision blasts, but she shrugs him off. Supergirl tries to talk Power Girl down mid-fight, pleading with her to stop before someone gets hurt. Power Girl is in no mood to listen though, accusing Supergirl of stealing her place in the world. Power Girl slams into Supergirl above the rooftops of St. Peter’s Basilica. The force of their collision sends a shockwave across the square. Debris rains down, shattering windows and ancient stone. The crowd has largely been evacuated by now, but the Justice League Europe remains on the ground, doing damage control. Captain Atom holds a crumbling column in place with his remaining strength. Maya works to douse fires sparked by the earlier blasts. Animal Man, sensing a family of bats roosting in the shadows, mimics their echolocation to locate trapped civilians inside a damaged hall. In the air, the two Karas spiral through clouds and sunbeams. Supergirl fights defensively, holding back her full power, but Power Girl fights with fury. As they crash back down into the square, Supergirl pushes Power Girl back with a sudden bust of heat vision. Power Girl lets out a scream and launches at Supergirl. Instead of meeting the attack head on, Supergirl spins out of the way and retreats to the skies, vanishing in a sonic boom. Power Girl flies up to the skies after her, but can't find her.
At JLE headquarters, Crimson Fox greets Supergirl upon her return. Constance tells Supergirl that after looking at footage from the summit, she noticed that Power Girl is wearing a glowing red belt she didn't wear back in the day. Captain Atom, Maya, and Animal Man soon limp into the base, banged up from the events at Vatican City. Constance sees their injuries and insists on going out into the field with them next time - maybe she can even manage to talk some sense into Power Girl. Captain Atom agrees, but only if Constance is feeling up to it physically.
Vincent Edge sits at his desk, calmly reviewing a broadcast rundown while a news anchor on a nearby screen spins the Vatican incident as a “geopolitical terror attack.” Eliza Danvers storms in, credentials flashing, flanked by two DEO agents. He jokes that if she wanted an interview, she should have called ahead. Eliza tells Vincent that she knows he is behind the recent Power Girl and Livewire attacks. Vincent points out that there's no direct evidence tying him to anything criminal. Before leaving, Eliza warns him that Supergirl isn’t the only one watching him now.
Back at JLE headquarters, Kara asks Constance what Power Girl used to be like. Constance explains that Power Girl had a strength none of them could match, but also a deep loneliness she tried to hide. And when she left to search for Krypton, none of them truly thought she’d come back, least of all like this. Constance says Kara reminds her of the version of Power Girl she once knew, before everything twisted.
While Vincent Edge stares out over the Paris skyline, drink in hand, Morgan confronts him about his plans. Vincent tells Morgan to grow up and stop pretending the world runs on idealism. Vincent explains that supervillains sell more than scandals - and Supergirl and Power Girl fighting is a major headline. Morgan, disgusted, walks out of his father's office.
Livewire paces inside an abandoned satellite relay station supplied by Vincent Edge as a hideout. Screens flash news reports about the Vatican attack, each one spinning Power Girl as a villain while Supergirl is praised. Livewire is seething, muttering under her breath about being the one who started this whole thing, the one who made Vincent Edge’s ratings spike in the first place. Power Girl ignores Livewire's complaints, staring out into space. Livewire lashes out with a massive bolt of electricity, lighting up the entire station, then blasting Power Girl with high voltage. Power Girl flies through the static, grabbing Livewire by the throat. Livewire sneers that Power Girl will always be in Supergirl’s shadow. Power Girl crushes Livewire under her boot, killing her. Power Girl then bursts through the ceiling, flying out into the sky.
Back at JLE headquarters, Captain Atom reviews satellite footage showing a spike in red kryptonite radiation readings near the Eiffel Tower. Crimson Fox warns the team that they need to be prepared for the possibility that Power Girl won't stop until someone makes her. Animal Man points out the obvious - that Supergirl is the only one with a shot at doing that.
Tourists and civilians have already been evacuated, leaving the Eiffel Tower looming over an empty Champ de Mars. At its base, Power Girl stands alone. A camera drone hovers nearby, activated by Vincent Edge, streaming the entire event live to billions. A sonic boom breaks the silence as the Justice League Europe arrives. Captain Atom lands first, glowing, followed by Maya surrounded by flames, and Animal Man, channeling the power of flight from the birds of the city. Crimson Fox then emerges as well. Supergirl lands last. She and Power Girl lock eyes across the plaza. Power Girl tells Supergirl that now the world will see who truly belongs. The team spreads out, forming a loose semicircle around Power Girl. Power Girl launches forward - a blur of heat vision and speed. Captain Atom intercepts her mid-charge, absorbing blast after blast, his quantum shell beginning to flicker. Maya tries to trap Power Girl in a whirlwind of flame, but Power Girl blows it out with her super-breath. Animal Man, drawing upon the agility of nearby rats, does his best to keep Power Girl distracted. Crimson Fox moves in next, engaging Power Girl, alongside Supergirl. Power Girl blasts Crimson Fox with a full-force punch, sending her flying into one of the Eiffel Tower's support beams. The steel buckles as Crimson Fox crumples to the ground. Supergirl rushes to Constance's side, discovering that the impact has killed her. Supergirl steps toward Power Girl, telling her that this doesn't have to end in ruin. Power Girl laughs, before attacking Supergirl, sending her skidding across the plaza. Supergirl fights defensively, absorbing blows, dodging heat vision, waiting for the right moment. She finally sees a hesitation in Power Girl's attack. Supergirl uses the moment to rip the red kryptonite belt from around Power Girl's waist and hurls it into the sky, where Captain Atom vaporizes it with a quantum blast. Power Girl drops to her knees, gasping as the red energy evaporates from her body like steam. She looks up at Supergirl, confused and exhausted. After seeing that she has killed Crimson Fox, Power Girl sheds a tear and gives up the fight.
With the fight over, Crimson Fox's body is covered while Maya sits at her side. Captain Atom and Animal Man keep an eye on Power Girl, who confesses to Supergirl that now she has to accept that she doesn't belong in this world. Captain Atom tells Power Girl that if she ever finds herself back on the right path, Justice League Europe will still remember who she used to be. Power Girl gives him a grateful, pained look before launching into the sky.
Morgan Edge approaches Kara. She gently tells him that she can’t keep doing this with him in the picture - if anything were to happen to him, she wouldn't be able to live through the guilt. Morgan tries to argue, but she insists that they end their relationship in a kind but firm way. Morgan doesn't argue, but he is clearly upset as he walks away. Supergirl tries to maintain her composure as she watches Morgan walk away from her.
DEO agents storm into Vincent Edge's office. He once again offers them a drink. Eliza Danvers then emerges with a federal arrest warrant, listing charges ranging from illegal weapons development to metahuman endangerment and conspiracy to incite acts of terrorism. Vincent chuckles and says none of that will stick. Morgan then steps into the office. Vincent then realizes it was his own son who turned him in. Eliza orders the agents to handcuff Vincent. As they take him away, Vincent expresses that Morgan would be so cold as to turn him in - muttering that maybe his son isn't as soft as he thought.
The Eiffel Tower becomes a memorial for Crimson Fox - candles, flowers, and images of the hero in her prime are left under the landmark. In a broadcast echoing across screens, Captain Atom formally announces that Justice League Europe will rebuild. Inside the DEO’s Paris facility, Eliza Danvers debriefs with Kara, delivering a message from Captain Atom - he wants Supergirl to join JLE, not just as a member but as a leader. Supergirl politely declines and takes to the skies.
