Plot: Silver Surfer (Keanu Reeves) has a dream where he is back on his home planet with his love Shalla-Bal (Gemma Arterton). Everything on the planet begins to disappear, with finally just Norrin Rad standing with Shalla-Bal in the open space. Shalla-Bal then starts to turn to dust. Surfer wakes up, discovering it was just a dream. He is laying on his board, floating in the cosmos. Silver Surfer is slowly regaining his memories of Zenn-La, but his search for his home planet has come up empty.

Frankie Raye (Abbie Cornish), now Galactus' herald, the white-flamed Nova, is about to signal a new world for her master to devour, but then she sees that the inhabitants of the planet are humanoid. Reminded of her life on Earth, Raye decides not to signal the planet's location for Galactus.

Surfer meets with Uatu the Watcher (Burn Gorman), who tells Surfer that the best bet of him locating his home planet would be to locate Kamo Tharnn. Watcher explains that Tharnn is the last of his race and has built a massive library on his home planet Rus where scholars from across the universe have compiled information and data.

Frankie Raye is called upon by her master, the world-devouring Galactus (Arnold Vosloo). He asks her why she has not found any new planets for him to consume the energy from lately. Raye lies and says that she simply hasn't found any planets with enough energy for him to devour. Galactus tells her that he grows impatient.

When Surfer arrives to the planet Rus, he finds a completely barren planet with just one lone massive building that takes up much of the small planet. He enters the massive library, but doesn’t find anyone inside - just tomes and artifacts from across the galaxy. Finally Surfer finds Kamo Tharnn (Christopher Walken), who appears to have gone mad. Tharnn wears bandages over his eyes and holds a glowing staff. Surfer addresses him and tells him that he is seeking the location of the planet Zenn-La. Tharnn asks the Surfer if he is from Zenn-La, he cannot tell because he has been blinded. Surfer says he was from the planet, in a previous life, but that Galactus has hidden the planet from him as revenge for disobeying his commands. Tharnn becomes more aggressive after the Surfer has mentioned Galactus and orders Surfer away from Rus. He will not allow his planet to be consumed or destroyed by Galactus or any other outside entity. Tharnn’s staff begins to glow ever brighter. The light of the staff begins to pull the Surfer closer to it. The Surfer senses the life inside the staff, and chastises Tharnn for consuming the library’s scholars. Tharnn says that the staff has given him the ability to truly possess all the knowledge in the universe without having to rely on the minds of others. Surfer fires an energy blast at Tharnn and begins flying away from Tharnn through the library. Tharnn begins firing energy blasts from the staff, toppling over the monolithic shelves of the library. Surfer keeps flying, narrowly avoiding the falling shelves, finally making it out of the library.

The Silver Surfer catches his breath in the air above the library, when Tharnn blasts through a wall of the library, possessed by the Runestaff. Frankie Raye suddenly appears and sends a fiery blast Tharnn's way. The Silver Surfer begins surfing away from the library, dejected from not gaining any knowledge of Zenn-La's location. Raye follows after him. The Surfer tells her that he doesn't want anything to do with her or Galactus, but Raye assures him that she only wants his help escaping Galactus' control. The Surfer tells her that there is no escaping Galactus' control. Even after ending his time as a herald of Galactus, the world-devourer is still controlling him by not revealing Zenn-La to him. Raye promises to help him find Zenn-La if he'll help her.

Galactus finds his way to a primitive planet on his own, frustrated by the failure of his latest herald. Galactus prepares the tentacles of his Worldship to dig into the core of the planet, while he goes down to the surface to see the inhabitants. Galactus notices Morg (DeObia Oparei), an axe-wielding executioner, preparing to execute a row of criminals secured by stocks. Galactus introduces himself to Morg. Galactus asks Morg if he enjoys killing, and Morg tells him that he is good at his job. Galactus offers Morg a new job as one of his heralds. Galactus tells Morg that he will give him the power to execute entire planets. Morg is excited by such prospects and immediately agrees. Galactus touches Morg's axe, and it becomes energized by the Power Cosmic.

Silver Surfer helps Nova set up a signal to Galactus on the planet Rus. They plan and bringing him to the world where Tharnn will likely notice Galactus' presence and confront him, giving Surfer and Nova a distraction so they can destroy Galactus' Worldship, crippling Galactus' ability to devour worlds.

Galactus is on his Worldship with Morg when he receives the signal from Rus. Not being especially trusting of Raye right now, Galactus tells Morg to head to Rus and check things out. Morg nods and leaves the Worldship, using his axe's power to fly through space toward the planet Rus.

Silver Surfer and Frankie Raye wait behind an asteroid belt near Rus for the arrival of Galactus' Worldship. They finally see something approaching th planet, but it isn't Galactus, it's something else. They head back to the planet's surface where they find Morg in the library confronting Tharnn. Morg hits Tharnn with his axe. Tharnn's body disintegrates into a pile a dust. Morg then realizes he's being watched and attacks Surfer and Raye. They fly out of the library with Morg hot on their tails. Morg hits Raye with his axe, sending her flying into the signal, destroying it.

On the Worldship, Galactus sees that the signal has stopped. He directs his ship to head to Rus to see what is going on. When he arrives in the vicinity of the planet he finds Morg, his latest herald, fighting with Raye and the Silver Surfer. Morg hits Raye again with his axe, sending her crashing down into the planet's surface. Silver Surfer flies down to her. Raye is dying. She grabs Surfer's board and begins transferring her power cosmic to him. Surfer asks what she thinks she's doing, and she tells him that she passing her power to him to help him defeat Morg. As she is dying she makes Silver Surfer promise to protect Earth from Galatcus as if it was his own planet. Silver Surfer promises as Raye succumbs to her wounds. Realizing there is no life to consume on Rus, Galactus turns his Worldship away from the planet and flies the ship away.

Silver Surfer's board is engulfed in silver flame and he flies toward Morg. Seeing him coming, Morg gets ready to swing his axe. Surfer deflects the axe with his board, sending it flying from Morg's hands. Surfer then picks up the axe. Morg charges toward Surfer, but the Silver Surfer breaks the axe in half, destroying it. Surfer then hits Morg with his board, sending Morg flying into the library structure. The Silver Surfer flies above Morg, and tells him that he hopes he likes books. Morg, realizing he is now trapped on the planet without the power cosmic, begins destroying the library in anger.

Silver Surfer flies through the cosmos and to the blue area of Earth's moon where he meets with Uatu the Watcher. Uatu asks how it went at the library, and the Surfer tells him that there was nothing there except a madman with no information for him. Uatu apologizes for not being able to help find Zenn-La as it is clear now that it will be more difficult to locate than he had thought. Surfer tells Uatu about his promise to Raye to defend the primitive Earth of Galactus' power of destruction. Uatu assures the Silver Surfer that the planet Earth is not as primitive as it may look and is the home to many powerful beings. Uatu tells the Surfer he has a gift for him though and hands him a small orb. He explains that the orb will show him whatever he wants to see. Silver Surfer holds the orb in his hands and sees an image of Shalla-Bal and himself on Zenn-La before he was a herald of Galactus. A tear falls from the Surfer's eye.
