Plot: A serial killer has been killing women on the streets of Star City, already having killed an 18th victim, with the media having dubbed the killer, the Star City Slasher. Oliver Queen (Armie Hammer) is at a jewelry store looking at engagement rings when a car crashes through the store's window. Queen pulls the driver out of the car, but they are dead from a drug overdose from a dangerous new street drug, Vertigo.

That night, Queen goes out on the streets to try to catch the Slasher in his Green Arrow costume. He and his girlfriend/partner Dinah Dinah aka Black Canary (Vanessa Kirby) break into the Star City PD headquarters to access the department's servers in order to get their detectives' list of suspects.

Queen and Dinah split up to check out the residences of the various suspects. Queen manages to enter the home of one of the suspects, Stanley Dover (Patrick Heusinger). He finds several news clippings about the Slasher. Suddenly Dover emerges from the shadows and hits Queen over the head with a hammer. Queen hits the ground, stunned. Dover sets fire to the building and escapes. When Queen recovers, he grabs the folder of news clippings and escapes the burning building. Queen brings the binder back to his hideout. He and Dinah go over the clippings, which include articles about a Mayoral candidate, Rita Librado (Sandrine Holt). Queen suspects that the Slasher has decided to go after higher profile victims. Dinah tells him that there is a campaign fundraiser that evening at a hotel downtown. Queen and Dinah decide to gear up and check it out.

As Queen and Dinah stake out the campaign fundraiser, they spot Dover in disguise as a waiter at the event. Suddenly, an arrow hits Dover right in the chest. Queen and Dinah spot a mysterious female archer (Tao Okamoto) escape to a nearby rooftop and give chase, but the archer manages to elude them. Police then chase after the Green Arrow and Black Canary, thinking they've killed an innocent hotel worker.

Shipping magnate Kyle Magnor (Marc Blucas) is meeting with crooked CIA officer Greg Osborne (David Costabile) and their associate Charles Cronin (Colson Baker) about someone snooping into their affairs. Their conversation gets heated and Osborne leaves the meeting. Magnor reveals to Cronin that several people in their organization have recently been killed by a black arrow through the heart. As Cronin leaves, he is killed by a black arrow from the bow of the mysterious female archer.

Elsewhere, Green Arrow attempts to tip-off police that the murderous archer they're looking for is female. On his way back home from planting clues for the detectives that the Star City Slasher is dead, Queen stops a mugging. When he gets home he finds out that Dinah has left to investigate a lead on the distribution of Vertigo. In the morning, Queen checks up on Dinah, but she hasn't come home yet.

As Green Arrow, Queen is surprised that it takes him little effort to come face to face with the female archer, Shado. He threatens her with his bow, but she tells him that she can see it in his eyes that he is not a killer. She fires an arrow past his face. He attempts to fight her, but she gets the upperhand and escapes.  He then notices that she wasn't even aiming at him, and that the arrow that missed him hit her real target, a man on the street below.

Queen looks into the death of Cronin, to try to figure out what Shado killed him for, while also trying to locate Dinah. He investigates Cronin's regular bar, where the bartender divulges that Cronin was doing some business with Magnor down on the docks. Queen breaks into a warehouse on the docks where he finds Dinah tied up and being tortured by Jankowski (Robert Knepper), wanting to know who she's working for and why she was snooping around. Just as Queen jumps into the room, a black arrow flies straight through Jankowski's chest. Shado helps Queen fight Jankowski's men and rescue Dinah.

Queen takes Dinah to the hospital. As he sleeps at her side, Queen has a dream featuring a dragon saying that it and Green Arrow are one. Queen wakes up at Dinah's side in the hospital when Lt. Cameron (Bill Burr) of the Star City Police Department enters the room. Cameron tells Queen that he suspects a link between Dinah and Green Arrow, but lets it drop, instead sharing evidence that Jankowski had been a military man, but had found a way to erase his service records. Before leaving, Cameron reveals that two different kinds of arrows were fired at the crime scene, suggesting two archers, but admits that he can't prove any of his suspicions about the events.

Later, Queen decides to investigate the nature of the dragon tattoo he had seen on Shado's arm. A tattoo artist explains that the tattoo is related to the Yakuza. A flashback shows a young Shado being trained by the Yakuza in order to redeem her father's honor by killing the men who dishonored him.

Meanwhile, Osborne grows impatient with Magnor. Osborne and the CIA are offering Magnor's drug operation protection as part of their dealings. Osborne warns that the woman who Jankowski had captured may have survived and is a danger to the future of the operation. As a security measure, he assigns Eddie Fyers (Josh Holloway) to deal with her.

On the street, Queen is accosted by a homeless woman who claims that she has a message from Shado. She gives him a piece of paper with numbers and letters on it before wandering away. Unbeknownst to Queen, the homeless woman wasactually Shado in disguise. Queen realizes that the numbers and letters on the message he was given are actually coordinates for a location in a national park. He heads to the location only to find himself held at arrow-point by Shado. She explains that they have common golas, adding that she now sees the killer behind his eyes after Dinah was harmed. She tells him that their location will soon be used as a drop-point for Magnor and Osborne's deal and that she wants Magnor's life to restore her family's honor.

Soon, a helicopter carrying Osborne and Magnor arrives. Osborne seems nervous about the drop, adding that Fyers is hiding somewhere with a sniper rifle, waiting in case things go wrong. The deal involves the trade of $3.5 million in unmarked bills for a large amount of Vertigo. The seller, The Count (Iain Glen), arrives with the Vertigo, but Osborne is still nervous.

Queen spots Fyers aiming at Shado, and fires a shot into Fyers' arm. Fyers discharges his weapon, spooking the deal down below. The Count's men begin exchanging fire with Osborne's men. Magnor escapes using one of the helicopters. Queen confronts Osborne as he is trying to burn the Vertigo to destroy the evidence of the deal. Shado shoots down The Count's helicopter. Osborne then burns the money as he laughs. He tells Queen that there's no way he could possibly be implicated without any of the evidence, and that The Count isn't likely to implicate him.

Later that night, the Green Arrow visits Magnor, who explains that he and Osborne had interrogated Shado's father over a deal gone wrong. They tortured his wife in order to find out the location of a Yakuza stash house. Queen stands by as a black arrow hits Magnor in the chest. Queen returns to visit Dinah in the hospital. He apologizes for not keeping her safe and proposes to her with the ring he was looking at earlier. She says yes and they embrace.  A prisoner transport van drives down a mountain road. The Count is in the back ranting that his associates won't allow him to be taken to prison. Fyers is driving the van. He tells The Count that his friends will never be able to find him where he's being taken.
