Plot: Inside of a plastics factory in Star City, the eco-terrorist known as Poison Ivy (Rose Leslie) plants and arms a series of explosives. As she methodically does so, she lectures the manager of the factory, who she has tied up to a beam with vines, about all the harm the factory causes the surrounding environment. The manager points out the obvious saying that the bombs she is using could not have been manufactured without the use of plastics. This angers Ivy, she waves goodbye and storms out of the building muttering that Gotham is next. Black Canary (Vanessa Kirby) arrives on the scene and rushes inside. She untangles the manager as the timer on the explosives is ticking down. Instead of preventing the explosion, due to such little time left, she opts to focus on getting the manager to safety. The explosion goes off as soon as Black Canary and the manager are out of harm’s way. The two of them look at the smokes and flames filling the air. Black Canary asks the factory manager if he knows where Poison Ivy is going next. He mentions hearing something about Gotham City. Black Canary gets on her motorcycle and starts driving away from Star City.

In Gotham City, Huntress (Hailee Steinfeld) wears a purple evening gown as she watches the Penguin go about his business in the Iceberg Lounge. Penguin gets a phone call and then goes toward the exit of the club. Huntress goes out onto a balcony and watches as Penguin enters the back of a limousine. Huntress fires a zipline down to the street from a small crossbow. She ziplines down to where she has parked her motorcycle. She starts up the bike and begins tailing the Penguin’s limousine.

Huntress follows Penguin all the way to the Port of Gotham. Penguin pulls his car over, awaiting someone’s arrival. Out of the shadows steps Talia al Ghul (Adele Exarchopoulos) and a few members of the League of Assassins. Penguin then begins haggling with Talia over the price of a neutron bomb she is selling him. From a crane at the port, Batgirl (Madelaine Petsch) watches the deal happen from a distance. She radios Alfred (Jonathan Pryce), telling him that Penguin is buying something, but she can’t tell what the item is from her current vantage point. She tells Alfred that she is going in for a closer look. As she moves closer, two League of Assassins members are struck down by crossbow fire. Penguin scurries off with the bomb. Huntress emerges from the shadows and fires at the other League of Assassins members. Batgirl then jumps down to join the fight. Talia calmly walks away from the fight as Batgirl and Huntress team up together to take down the last couple assassins.

Penguin arrives at a large greenhouse and looks around. He calls out to Poison Ivy, but there is no answer. Just as he’s about to give up and leave, Ivy comes out of hiding. Penguin gives her the bomb and Ivy gives him a bag full of stacks of money. As Ivy opens the suitcase to view the bomb, Catwoman (Tatiana Maslany) bursts through the glass ceiling of the greenhouse. Ivy summons a series of vines to attempt to capture the intruder, but Catwoman proves too agile and escapes with the bomb.

As Ivy prepares to chase after Catwoman to get her bomb back, she is confronted by Black Canary, who demands that Ivy come back to Star City with her to face proper justice for her terrorist attacks on plastics factories. Ivy rolls her eyes and has a plant emit a toxin that disorients Black Canary. Ivy and Penguin leave in the limousine to follow Catwoman. As Black Canary starts to recover from the toxin, Batgirl and Huntress arrive together on their respective motorcycles. Black Canary tells them that Poison Ivy was with a short guy in a suit. Huntress and Batgirl look at each other and simultaneously say “Penguin”.

Batgirl, Huntress and Black Canary all arrive at the Penguin’s club, the Iceberg Lounge. They fight their way through Penguin’s guards until they reach his office. When they burst in, Penguin puts his hands up in the air, surrendering and insisting he doesn’t want any trouble with Batman. Huntress grabs Penguin and demands to know what he was doing at the port and at the greenhouse. He tells them that he was simply acting as a middle man to acquire a bomb for Poison Ivy. Black Canary asks about the bomb, and Penguin says it was specially made to kill all living creatures in its blast radius, but would not affect any plantlife. Penguin adds that Ivy no longer has the bomb anyways. Batgirl asks who has it now, and Penguin tells her that Catwoman stole it from Ivy.

Batgirl, Huntress and Black Canary discuss what their approach should be next on the roof of the Iceberg Lounge. Black Canary and Huntress begin arguing about how they should find Catwoman. Batgirl tells them both to shut up so she can make a call. She calls Alfred and asks if he can look up where Catwoman tends to hide out for her. Alfred tries to dissuade Batgirl from going after Catwoman on her own, but Batgirl tells him that she’s made some new friends. Alfred uses a computer in the Batcave to look up where Catwoman’s hideout is. He then tells Batgirl to head to the Park Row District. When they arrive where Alfred directed them, they find Catwoman in the middle of a fight with a young woman in a purple suit similar to Batgirl’s. The woman, Stephanie Brown (Olivia DeJonge), uses a bo staff to fight Catwoman. Confused, the three heroes step in and try to break up the fight and restrain them. Batgirl ends up in a fight against Stephanie, while Black Canary and Huntress end up in a chase with Catwoman across the rooftops of the district. Batgirl asks Stephanie who she is supposed to be, and Stephanie calls herself “Spoiler”. After evading an array of attacks from Stephanie’s staff, Batgirl manages to knock her to the ground with a well-placed throw of a batarang. Batgirl quickly jumps onto her, pinning Stephanie down. She questions Stephanie, who reveals her name and says that she was given intel by Simon Hurt that Catwoman has had past dealings with her father, Arthur Brown, who she is trying to track down. She explains that she was staking out Catwoman’s hideout when she noticed Catwoman bring in a bomb. She then attacked Catwoman to try to stop whatever she was planning with her father. Batgirl assures Stephanie that her father has nothing to do with the bomb. Stephanie explains that she is trying to bring her father to justice for what he did to her mother. Batgirl promises Stephanie that she will see if she can track down her father if she stays out of their way and lets them deal with Catwoman. Stephanie agrees to this arrangement. Batgirl manages to catch up with Huntress and Black Canary, who are fighting with Catwoman on the fire escape of a tall brick building. Cornered now by the three “Birds of Prey”, Catwoman leaps from a ledge, landing in a dump truck carrying a load of cat litter.

Batgirl, Huntress and Black Canary rush back to Catwoman’s hideout where they find the bomb. Batgirl straps the bomb to the back of her motorcycle and the three heroes begin driving down the highway. They are soon surrounded by a swarm of armored vehicles led by Talia al Ghul, who wants payback for Huntress killing two of her soldiers earlier. Talia turns to ram into Huntress’ motorcycle, but Huntress is able to leap from her bike onto Black Canary’s. Huntress then manages to shoot out the tires of the vehicles with her crossbow, causing them to crash off the side of the highway. Talia gets out of her crashed vehicle with a sniper rifle in-hand. She aims the rifle and manages to shoot out the tires of both Batgirl’s and Black Canary’s motorcycles. Huntress and Black Canary both manage to bail off of the bike before it crashes into a wall. Meanwhile Batgirl struggles to maintain control of her motorcycle, running it on the bare rims of the wheels. As sparks fly all around her, Batgirl aims the motorcycle toward the Gotham River. Batgirl’s motorcycle flies through the air and into the river. As Batgirl tries to take the bomb and swim to the surface, seaweed surrounds her and strips her of the bomb. The bomb floats to the top and onto a lily pad. The lily pad floats the bomb across to the opposite side of the river where Poison Ivy collects it and escapes. Poison Ivy takes the bomb to the Gotham Botanical Gardens and activates it. The timer begins ticking down.

Batgirl, Huntress and Black Canary nurse their injuries. Batgirl suggests they call in Batman or the Justice League to stop Poison Ivy, but Black Canary announces that she has an idea on what type of place Poison Ivy could be hiding out in to detonate the bomb. Huntress asks Black Canary to hurry up and explain. Black Canary asks Batgirl if there are any nature preserves or anything like that located in the center of the city. Batgirl says that the Gotham Botanical Gardens are located in the center of the city. Huntress breaks into a car and hotwires it. The other two get in the car and Huntress begins speeding toward the center of the city, running every red light on the way. Finally they pull up outside the gates of the Gotham Botanical Gardens.

The Birds of Prey begin inspecting the area to find Poison Ivy and the bomb. Black Canary is suddenly grabbed by a series of razor-sharp vines that begin cutting into her skin. Batgirl throws a batarang that frees her. As they continue, the trio is attacked by a series of giant venus flytraps. Black Canary uses her canary cry. The volume of the scream stuns the venus flytraps, allowing them to escape. Finally, they come across Poison Ivy, who insists they have arrived too late to do anything other than get a front row seat to their own demise. Huntress and Black Canary attack Ivy, while Batgirl tries to open up the casing of the bomb to see if she can diffuse it, but the timer is already down to 10 seconds though. Poison Ivy smiles as Huntress repeatedly punches her. When the timer hits zero, Poison Ivy closes her eyes to happily accept her death. But nothing happens. One more punch from Huntress knocks Ivy out cold. The Birds of Prey are confused as to why the bomb didn’t go off. Batgirl sighs with relief.

On top of a building in Gotham, Catwoman delivers the uranium from the bomb to Batman (Jake Gyllenhaal). He asks her how it felt stealing for the good guys for a change. Catwoman asks Batman why he didn’t just stop Poison Ivy from getting the bomb himself. Batman thinks for a moment before saying that he knew some people wanted a chance to prove themselves to him. Catwoman then asks what he plans on doing with the uranium. Batman tells her that he will have it destroyed. Catwoman gives Batman a kiss. She then leaps backwards from the top of the building. Batman looks over the edge and sees Catwoman already in the distance - using a grappling gun to swing from building to building. Batman then looks down at his utility belt to find that his grappling gun is now missing.

Post-Credits: Stephanie in her Spoiler regalia arrives on the rooftop of her apartment building. She gets dressed back into regular attire and places her “Spoiler” clothes into a bag. She walks down the stairs and into her apartment. She walks in the door and immediately notices a yellow envelope on the other side. Opening it she sees her father’s name, Arthur Brown, next to it, OPAL CITY.
